President Trump signs the Paycheck Protection Program and Health Care Enhancement Act on April 24, 2020. The bill includes an additional $321 billion for loans for small businesses.

The Paycheck Protection Program, designed to help small businesses struggling during the pandemic, was vulnerable to loopholes that allowed thriving companies to receive money.
